Macaroni Town, whats going on!

Hi all

So i decided to unseal and play this one. I have a general idea of Japanese but what exactly are you meant to do with this one? Looks like some bizarre interactive town, called macaroni,,,,,,,,

Can anyone shed any light on this one?
