Whats the story with the 3DO homebrew?

OK can you guys give me a brief overview of the 3DO homebrew scene? I think I heard that Mr Hawkins ignores the 3do now and wont even release the encryption so you guys have to hop through hoops like the Jag community did a few years ago to run homebrew?
Are the SDKs themselves homebrews or are they the official SDKs?

As far as I know they are the official SDKs. However I believe I heard they are missing something. Luckily one of our members broke signing games so we no longer have to use hacked bios or dev units.
